The Commercial Directorate take the lead on procurement and commercial activity, governance and policy, strategic sourcing activities, and delivery of leading edge eBusiness solutions across the Home Office.

Major Programmes and Strategic Supplier Relationship Management Team

Support to major procurement projects and programmes and strategic supplier relationship management.

Led by: Maria Woolstenholmes 

Procurement Transformation and Continuous Improvement Team

Procurement policy and procedures, sustainable procurement, supplier value awards programme, business intelligence and tool kits and procurement operations and purchase to pay.

Led by: Stuart Rowe

ICT Category Commercial Team

Responsible for ICT category commercial strategy across the Home Office Group and next generation ICT contracts.

Led by: Phil Cholewick

Group Estates and Facilities Commercial Team

Responsible for estates and facilities commercial strategy across the Home Office group.

Led by: Ian Page  

Professional Services (CCL) Category Commercial Team

Responsible for category management strategy for consultants, contractors and contingent labour.

Led by: Patrick Sedgwick 

Group Services and Cards Category Commercial Team

Responsible for other service categories (travel, marketing and HR) commercial strategy across the Home Office group.

Procurement Centre of Excellence

The Procurement Centre of Excellence provides a procurement capability in a collaborative manner for its customers throughout The Home Office Group. At the heart of its operation are three firm foundations:

  • making the process easier for the end user
  • better use of its buying power
  • delivering value for money

Supplier Relationship Management Programme

Supplier Relationship Management (SRM) is being introduced to the Home Office Group to better manage business with major suppliers to the Home Office, i.e. those representing 60% of HO external spend.

SRM is defined to comprise of: a formally sourced contract, a formal governance and engagement structure, actively managed performance, savings & value tracked and reported and an effective multi-contract overview for suppliers with such business.

Led by: Dr. Peter Walmsley 

Performance Management

Responsible for procurement spend analysis, performance metrics, 'Value For Money', budget and finance management, risk management, management information, GPC card officer, business administration and OGC Performance Capability Review.
